The Embassy of India in Moscow, Russia, welcomed the new ambassador, H.E Vinay Kumar in the month of April.

H.E. Vinay Kumar was born on 23 August 1969. He graduated from the Indian Institute of Technology, Kharagpur, in 1991 with a B. Tech. (Honors) degree. He joined the Indian Foreign Service in 1992. He has a rich experience as he has served in Indian missions at Tashkent (1994-95), Bishkek (1995-98), Ottawa (1998-2001), Warsaw (2003-06), Tehran (2006-09), Permanent Mission of India in New York (2010-13) and Kathmandu (2015-17). He was also India’s Political Coordinator in the UNSC in 2011-12, and a member of the ACABQ in 2013. He was Deputy Chief of Mission in Kathmandu. At the Headquarters of the Ministry of External Affairs, he has served as Deputy Secretary for Eastern Europe and Russia (2001-03), Director for Administrative matters (2009-10), Joint Secretary for East & Southern Africa Division (2013-15), Joint Secretary for Southern Division (2017-18) and Additional Secretary (International Organizations & Summits) (2020-2022). He has been Ambassador to Afghanistan (2018-20) and Myanmar (2022-24) and assumed the current position of Ambassador to Russia in April 2024.

The wait is finally over, H.E. Vinay Kumar arrived in Moscow on the 12th of April and was met by the Department of State Protocol of the Russian Ministry of Foreign Affairs, and the employees of the Indian Embassy in Moscow. He had received his credentials from the president of India, Mrs. Droupadi Murmu, on the 5th of April, and was also called on by the Hon’ble Prime Minister in New Delhi before taking up his new assignment in New Delhi. After he arrived in Moscow, H.E. Vinay Kumar paid a courtesy call to the Minister of Foreign Affairs of Russia, Mr. Sergei Lavrov, on the 17th of April. They discussed contemporary regional and global issues as well as upcoming high-level bilateral meetings that will further strengthen the special and privileged strategic partnership between India and Russia.

H.E. Vinay Kumar has graced several events, including the India– Russia investment forum, opening of the pavillion of Indian ceramic companies at MosBuild,opening of the pavillion of Indian companies at Metalworking, with his presence since his arrival in Moscow.
